There is nothing really odd about that game. There are 9 dots and the author has set the game to use only 8 in any one play.
It's a bit unusual to use n-1 dots, but otherwise not strange at all. It would be a bit more usual to have (for example) a 50-dot game and set it to run 10 or 20 per play. There are a fair number of games like that. In many such games, the author tells you what's going on in the game description or comments. However, that is not a requirement.
