Sorry, this won't be a good answer due to lack of time but in short just try to find these words in google images:
world (or the zone you need)
map
blank
outline
blind
then try to pick only those that are free of copyrights.
You can often start from Wikipedia too, or Wikicommons. Look for "map","world"
Yeah, but how do i put it into a background? just copy and paste?
And how do i see it is copyright
Nevermind, I found it.
This is an important question for many game-makers, especially the newer members.
I list some sources below. If you check out the links from these pages (as well as the maps in the pages themselves), you will have a big selection to choose from.

Hope this helps.
Regarding the mechanics of getting the maps into the background:
People do use Word. If you have Word, you may have PowerPoint as well. That gives you more ability to edit the map. There are also many more versatile programs out there, some of them free.
For an idea of how to format a PowerPoint background, see:
I would also suggest to learn some basics of graphic programs, namely PhotoShop (PS) or PaintShopPro (PSP). I have been using PSP for ages and learned the basics and some advanced tricks. I always found it pretty good and easy. PS is harder to master but now that i am trying it, it is really wonderfull.
I suggest to learn at least the basics of one of these because they allow you to put togheter images in a nice way and with high productivity. Cutting, pasting, reshaping, merging, writing, casting some shadow, giving some 3d effects are not very hard task but you can get a lot and have some satisfaction. For example, in the next game about Julius Caesar that i'll publish, you'll see a "history bar" that is meant to seem like glass superimposed on a famous picture with some holes embossed in it and 3 dates glowing in the vicinity. Well, after a bit of practice in it is not hard but I humbly think the result is very nice. You'll get good backgrounds and some artistic satisfaction. give it a try (of course with a legally purchased copy of the program... )... otherwise you can use the "gimp", a freeware program with many capabilities
have fun !
