About the 9 tricky states:
Four are the "4-Corners" states: New Mexico, Arizona, Colorado and Utah. Each is considered to border each of the others (although one is just a "point" border).
Three are Great Lakes states which have offshore borders in the lakes. Michigan borders Illinois, which is semi-obvious. It also borders Minnesota, which is not at all obvious unless you know about Isle Royal. (Historically, there was an Ohio-Michigan conflict over Toledo. Ohio got Toledo. As compensation, Michigan got the Upper Peninsula and Isle Royal. Wisconsin got the shaft. see:

The last two are Rhode Island and New York which share a maritime boundary (Long Island).

Missouri Loves Company: it borders 8 other states. Of course, it's neighbor Tennessee also borders 8.
