Find the triplets of capitals forming the triangles with shortest perimeters.
Constraints: I used each capital only once and only independent countries.

Just for the sake of curiosity, the shortest triangle perimeter among capitals of not-all-independent territories is Saint John's (Antigua and Barbuda), Plymouth (Montserrat), Basseterre (Saint Kitts and Nevis): 240 Kilometers.
The largest triangle (perimeter) should be Rabat, Mat'utu, Luanda, approximately long as a earth meridian, more than 40030 km. But in this case the Haversine formula has a non neglectable error. Many combinations of capitals lead to almost the same distance of 40030 km.
