Yes...finally a game which has the correct definition of the middle east without all the -stans added on...George Bush never was very good at Geography...lol. Jerusalem is the capital of Israel, but most nations have their embassies in Tel Aviv in protest at the Israeli occupation of East Jerusalem, which the Palestinians want to be the capital of their state. Tel Aviv was the first capital of Israel from 1948 - 1949.
