I kind of agree with you Itachi, but Equestenebrarum's game is more like that, only with the towns.

Would it be too much like the other if I changed it as you suggest, or would it still be OK?

Firstly, thanks for making the game. The topic is interesting and your comments add to that.
I will offer a criticism and that is that I didn't like all the dots being lined up on the side with the colour legend. I didn't end up associating the names of the regions with their locations but instead I ended up memorizing a useless association between the colours and the names. If the dots are within the regions I think it would build more useful pathways in the mind.

It even has the same clues and same number of dots as this game.

The difference is that while that game indicates the towns per se, this one indicates the larger Gemeinden. The map here also gives a sense of how the division is, and how many exclaves and envclaves there are. A very strange arrangement.
