For clarification this website,http://www.indiana.edu/~league/1918.htm , helps explain what went on the 9th and the 10th of Nov. 1918:
The 9th: Philipp Scheidemann, the leader of the Socialists, announced the establishment of the German Republic.
The 10th: New Government in Berlin seems to have officially formed.
After the tournament is over I will change the wording of the game around a little bit.

Who did you come up with Nov. 10th. As far as I can find out, the repubic was proclaimed on the 9th.
