Why are some of the smaller countries (e.g., Malta, Montenegro) not included?
Because they will be in a separate game.

How the game works:
Each country contains several dots. One is labeled with the name of the capital. The others in the same state are labled with "Not [name of the capital]".
So if it was say, the US state of Nebraska, one dot in Nebraska says "Lincoln" the others all say "Not Lincoln".
Next door in Colorado, there are several dots. One says "Denver", the others all say "Not Denver".
So you are reinforced several times for the name of the capital, but only once for its location...
