Well, I don't know which nations say an occupation of Tibet is legal, or not, But, I think China still has militarial and political control over Tibet, so I would say, Tibet is, at least for now, part of China. Remember, until the last 75-50 years, nations gained territory by conquering other nations, or parts of other nations. I would say that calling it an "occupation" is like saying the territory of Puerto Rico is "occupied" by the US. (No sanction of China on my part, by the way. I just think it's preposterous to say that a land mass which is under the control of a nation is not part of that nation, if only temporarily.)

Great game, slaaty! But nota bene, not many countries see Tibet as a part of China. This occupation is not legal. Dalai Lama says: ”I'm not anti-communist or anti-Chinese, I want to develop peaceful relations with the Chinese. We should get over the unpleasant past.” But I can't find the correct number of countries that see this occupation as legal.
