Hello Amazing, sorry for answering late. I've been on vacation.

You have to use a graphics program to do it. Good programs have layers, but even if yours doesn't, load the fist image and place your second on top. Then save the merged image as one new image.

I drew the map, scanned it and used Potrace (free software, http://potrace.sourceforge.net) to make it look smooth. After that I used my graphics program to add colors and crest.

A free (GNU) and recommendable graphics program would be Gimp (www.gimp.org).

I like to take flags or coats of arms from Wikipedia to arrange the backgrounds of my games somewhat less boring than plain white.

The map I had to draw myselft because I couln't find a pretty one.

I just remembered: One of the first comments I ever got on this site was from you telling me that you don't like my monochrome backgrounds :)
