From what I just read it seems the press reports were embellished after the second attack.

The gulf of tonkin incident was a lie created by US imperialism to justify their genocidal war to prevent the Vietnamese, of whom over 80 percent supported communism, from having socialist revolution. The true story of the incident is that the US destroyers were invading North Vietnamese waters and attacking North Vietnam. The US government has admitted the whole thing was fake, yet the false version is still being circulated by people who don't care about the facts. To be accurate, the 1964 point should say "US attacks North Vietnam but lies claiming North Vietnamese attack".
